When you start a business in Jamaica, you're not on your own. The government has an entire ecosystem of agencies, programmes, and resources designed specifically to help small businesses succeed. The problem? Most entrepreneurs don't know they exist, or find the system confusing to navigate. This guide cuts through the noise and gives you the 10 most useful resources, in order of priority.

1 Companies Office of Jamaica (COJ)

What they do: This is where every Jamaican business officially begins. The COJ handles business name registration, company incorporation, and trademark registration.

Key Services:
  • Business Name Registration — J$5,500 for sole traders and partnerships
  • Company Incorporation — J$15,000-25,000 for limited liability companies
  • Online Portal — Register and search business names from home
  • Annual Returns — Companies must file annually to stay in good standing
Why it matters: You cannot open a business bank account, apply for government grants, or sign commercial leases without COJ registration. Do this first.
2 Tax Administration Jamaica (TAJ)

What they do: TAJ handles all tax-related registrations, filings, and compliance. Your first stop after COJ registration.

Key Services:
  • TRN Registration — Every business needs a Taxpayer Registration Number (free)
  • GCT Registration — Required when turnover exceeds J$10 million/year
  • Online Tax Filing — File GCT, PAYE, and income tax returns online
  • Tax Compliance Certificate — Required for government contracts and some funding programmes
  • Payment Plans — If you owe back taxes, TAJ offers structured payment plans
Pro Tip: Use VEDTECH to auto-calculate GCT on every invoice and generate your GCT return data — then just upload to TAJ's portal. No more manual calculations.
3 Jamaica Business Development Corporation (JBDC)

What they do: The JBDC is your best friend as a new entrepreneur. They provide free business advisory services, training, and market access — all funded by the government.

Key Services:
  • Free Business Advisory — One-on-one coaching with an assigned business advisor
  • Business Plan Development — They help you write your business plan at no cost
  • Incubator Programme — Free workspace, mentoring, and market access for 12 months
  • Product Development — Help with packaging, labeling, and product standards
  • Things Jamaican — Retail platform for locally made products
  • Export Readiness — Training to prepare your products for international markets
Hidden Gem: JBDC has offices in every parish. You don't need to come to Kingston — walk into your local JBDC office and ask for a business advisor. It's completely free.
4 Development Bank of Jamaica (DBJ)

What they do: The DBJ channels low-cost government funding to SMEs through a network of approved financial institutions. They don't lend directly — you apply through credit unions, microfinance companies, and banks.

Key Programmes:
  • SME Loan Facility — Loans up to J$50 million at 9-12% interest
  • Voucher Programme — Non-repayable grants for training and technology adoption
  • Credit Enhancement — Government-backed loan guarantees (up to 80% of loan)
  • Innovation Grant — Funding for technology and innovation-driven businesses

5 HEART/NSTA Trust

What they do: Free workforce training and certification. If you need to train employees — or yourself — in new skills, HEART is your go-to.

How SMEs Benefit:
  • Free employee training in customer service, IT, accounting, hospitality
  • NVQ-J certifications recognized across the Caribbean
  • On-the-job training partnerships — HEART pays a portion of trainee wages
  • Entrepreneurship training for aspiring business owners

Note: Businesses that contribute to the HEART levy (3% of payroll) are entitled to training benefits. Check if your business qualifies.

6 Jamaica Intellectual Property Office (JIPO)

What they do: Protect your brand, inventions, and creative work. Many new entrepreneurs skip this step and regret it later.

Key Services:
  • Trademark Registration — Protect your business name and logo (J$8,000-15,000)
  • Patent Registration — Protect inventions and innovations
  • Industrial Design — Protect unique product designs
  • Copyright — Protect creative works (music, software, art)
Why It Matters: Registering your trademark early prevents competitors from using your business name or brand. It also adds value to your business if you ever want to franchise or sell.
7 Trade Board Limited

What they do: If you import or export goods, you need the Trade Board. They issue licenses and ensure compliance with trade regulations.

Key Services:
  • Import/Export Licenses — Required for regulated goods
  • Trade statistics — Useful data for your business plan
  • Anti-dumping investigations — Protection for local manufacturers
8 National Export-Import Bank (EXIM)

What they do: If your business exports (or wants to), EXIM Bank provides trade financing and insurance to reduce the risk.

Key Services:
  • Pre-shipment financing — Get funds to produce goods before you're paid by the buyer
  • Export credit insurance — Protection if a foreign buyer doesn't pay
  • Working capital loans — Specifically for export-oriented businesses
  • Market research — Information on export markets and trade agreements
9 Bureau of Standards Jamaica (BSJ)

What they do: The BSJ sets quality standards for products sold in Jamaica and helps businesses achieve certifications needed for export.

Key Services:
  • Product testing & certification — Required for food, cosmetics, and manufactured goods
  • Jamaican Standard Mark — Quality certification that builds consumer trust
  • Calibration services — For equipment used in manufacturing
  • Training — Quality management, ISO standards, food safety (HACCP)

For manufacturers and food producers: BSJ certification is often required before you can supply to supermarkets or export.

10 Jamaica Productivity Centre (JPC)

What they do: The JPC helps businesses become more efficient. They offer free productivity assessments and improvement programmes.

Key Services:
  • Productivity audits — Free assessment of your business operations
  • Lean management training — Reduce waste and improve processes
  • Benchmarking — Compare your performance against industry standards
  • Consultancy — Customized improvement plans for your business
Quick Win: A JPC productivity audit often reveals that businesses waste 20-30% of time on manual data entry and paper-based processes. Adopting business management software is one of the top recommendations they make.

Putting It All Together: Your Action Plan

Don't try to use all 10 resources at once. Here's the recommended order for a new business:

  1. COJ — Register your business name or incorporate
  2. TAJ — Get your TRN and register for GCT if needed
  3. JBDC — Get a free business advisor and develop your business plan
  4. VEDTECH — Set up your accounting, invoicing, and payroll from Day 1
  5. DBJ — Apply for funding once your plan and financials are ready
  6. JIPO — Trademark your business name and logo
  7. HEART — Train yourself and your team
  8. JPC/BSJ/EXIM — As your business grows and needs specialized support
